Legal & Risk Management Experience:

Handles construction and design professional contract reviews and negotiations. She has performed document review for patent claims, FCPA investigations, SEC investigations, state attorney general investigations, qui tam investigations, IRS investigations, and FTC and DOJ second requests. She provides consulting on disputes and claims involving complex engineering issues.

Engineering Experience

Consulting Engineers & Associates, 2000-2006; Washington, DC

Performed constructability reviews, due diligence inspections, and condition assessments. Provided litigation support for construction defect and delay claims in both state and federal court. Evaluated ancillary building components including vehicle barriers and equipment supports.

Vstructural LLC, (VSL) Design Engineer, 1999-2000; Springfield, Va.

Performed structural design and analysis of post-tensioned structures. Projects included new construction and repairs as well as review and modifications to designs by others to allow for design changes and field conditions.

Smislova, Kehnemui & Associates (SK&A), Design Engineer, 1998-1999, Washington, D.C.

Performed structural design and analysis. Projects included a reinforced concrete flat slab embassy building, a two-way post-tensioned apartment building, a post-tensioned parking garage, and foundations and shear walls for a 24-story apartment building.

Construction Technology Laboratories (CTL), Associate Engineer, Skokie, Illinois; Concorr, Inc., 1995-1998     

Performed structural evaluation and analysis.   Projects included evaluation of deteriorated prestressed pressure pipe, condition assessments of rapid transit bridges and evaluation/retrofit design of deteriorated parking garages. Consultant to the Federal Highway Administration on the High Performance Concrete Bridge program.

Clark’s Concrete Construction, Project Manager, 1990-1993, Jackson, Wyoming

Managed a three-phase, $5 million-dollar project to replace taxiway lighting and repave concrete taxiways and parking aprons at the Jackson Hole Airport. Managed various retaining-wall repair projects in Grand Teton National Park.

Small System Design (SSD), Programmer, 1982-1990 , Boulder, Colorado

Developed software for construction scheduling and estimating applications. Projects included CPM routines tailored to specific resource and schedule restrictions and programs for change order tracking and claims analysis. Conducted seminars to teach the concepts of CPM scheduling.

U.S. Forest Service, Staff Engineer, 1980-1982, Steamboat Springs, Colorado

Reviewed shop drawings. Supervised construction inspection and materials testing. Designed retaining walls and ground anchors. Developed computer programs for analysis of seismograph data and calculation of cut and fill quantities for highway construction.

Gail is the author of Construction Law – An Introduction for Engineers, Architects, and Contractors, (312 page Hardback, copyright October 2012, RS Means).  This book offers a review of the U.S. legal environment, focusing on the legal concepts and issues applicable to the design and construction industries.

Authored industry publications including the PTI Design of Post-Tensioned Parking Garages, the CRSI Epoxy Coating Manual, and the MASTERSPEC Section for Unbonded Post-Tensioning.
